Early Life and Education
Andriy Smirnov was born in Ukraine and pursued a degree in law at the International Solomon University, graduating in 1998.
Career in the Justice System
After graduating, Smirnov embarked on a career in the Ukrainian Ministry of Justice, holding various positions from 1998 to 2003. He served as a chief consultant, deputy director, and director within the Ministry's departments responsible for legislation on justice, criminal law, and administrative accountability.
Anti-Corruption Initiatives
In 2003, Smirnov took on a leadership role in anti-corruption efforts, heading the Department of Legislation on Justice, Law Enforcement, and Anti-Corruption Policy within the Ministry of Justice. He also led the Ukrainian delegation to the plenary sessions of the Group of States against Corruption (GRECO) of the Council of Europe.
Director of the Bureau for Anti-Corruption Policy
In June 2010, Smirnov was appointed Director of the newly established Bureau for Anti-Corruption Policy within the Secretariat of the Cabinet of Ministers of Ukraine. The Bureau's mission was to develop and implement government priorities in the fight against corruption.
Return to the Ministry of Justice
After the dissolution of the Bureau in 2011, Smirnov returned to the Secretariat of the Cabinet of Ministers as Deputy Director of the Department of Legal Support. In 2013, he joined Transparency International Ukraine, an anti-corruption NGO, as Head of the Department of Anti-Corruption Policy Analysis.
Involvement in Politics and National Agency
From March 2016 to June 2017, Smirnov served as a member of the National Agency for the Prevention of Corruption. He played an advisory role in Volodymyr Zelenskyy's presidential campaign in 2019.
Deputy Head of the Presidential Administration
On May 21, 2019, Smirnov was appointed Deputy Head of the Presidential Administration of Ukraine.
Family and Recognition
Smirnov is married to Olesya Bartovshchuk and has three sons, Timur, Luka, and Mark, who hold French citizenship. He has been awarded the title of Honored Lawyer of Ukraine, the Diploma of the Cabinet of Ministers of Ukraine, and the Cabinet of Ministers of Ukraine Prize for Special Achievements by Young People in the Development of Ukraine.
