Early Life and Political Career
Born as Rudolphus Franciscus Maria Lubbers, the Dutch politician began his political career in 1973 as Minister of Economic Affairs. He later rose through the ranks to become Prime Minister of the Netherlands from 1982 to 1994, representing the Christian Democratic Appeal (CDA), the main opposition party.
Appointment as UN High Commissioner for Refugees
In a surprising appointment, Lubbers was selected as the new United Nations High Commissioner for Refugees (UNHCR) in 2000, succeeding Sadako Ogata of Japan. Despite not being an official candidate nominated by any of the six countries that put forward names, his rich political experience and respected international standing played a significant role in his selection by UN Secretary-General Kofi Annan.
