Early Life and Education
Valery Afendulov was born in 1952 and graduated from the Karaganda Medical Institute in 1974. He completed his internship in surgery and later earned a Doctor of Medical Sciences degree.
Medical Career
Afendulov began his medical career at the medical unit of the Karaganda Metallurgical Combine. He later served as chief surgeon for the healthcare department of the Lipetsk region from 1993 to 1997. From 1997 to 2003, he was the chief physician of the medical unit for the Novolipetsk Metallurgical Combine (NLMK) and later its director of medical and social affairs.
Political Career
Afendulov first entered politics in 1998 as a deputy in the Lipetsk regional council. In 2003, he was elected as a State Duma deputy from the 103rd electoral district of the Lipetsk region and joined the United Russia party faction. He served as deputy chairman of the State Duma Committee on Health Protection.
Controversies
In May 2004, the regional political council of the Lipetsk branch of United Russia did not approve Afendulov's appointment as secretary of the regional party council. This decision was reportedly linked to tensions between NLMK head Vladimir Lisin and Lipetsk region governor Oleg Korolev.
Academic Achievements
Afendulov authored over 220 scientific papers, 3 monographs, 13 inventions and patents, and over 35 rationalization proposals. He also supervised the completion of seven candidate dissertations and one doctoral dissertation.
Death
Afendulov tragically died in a road accident on the K. K. Outverzhki to Tyushevka highway. He was posthumously awarded the title of "Honored Doctor of the Russian Federation" in 2000.
