Early Life and Education
Sergei Kapkov was born in Nizhny Novgorod, Russia. From 1993 to 1998, he pursued a bachelor's degree in State and Municipal Management at the Volga-Vyatka Academy of Public Service. He continued his education at the same institution, completing an aspirantura (postgraduate) program in Social Philosophy from 1998 to 2001.
Political Career
Kapkov's political involvement began as a student when he participated in the gubernatorial campaign of Boris Nemtsov in Nizhny Novgorod. He later worked in the election campaign of the Our Home Is Russia electoral association for the State Duma of the 2nd convocation.
In 2001, Kapkov became a member of the United Russia party and was elected to the State Duma of the 4th convocation. During this time, he contributed to the creation of the National Football Academy (NAF) foundation, which he became chairman of the board.
In 2007, Kapkov was re-elected to the State Duma of the 5th convocation, where he held various positions, including First Deputy Chairman of the Committee on Information Policy, Information Technologies, and Communications.
Cultural Development
In 2011, Kapkov was appointed director of Gorky Central Park of Culture and Recreation in Moscow. Under his leadership, the park underwent significant renovations and improvements, including the demolition of aging attractions, creation of free access, and landscaping efforts.
After being appointed Head of the Moscow City Department of Culture in 2011, Kapkov implemented several initiatives, such as free admission to museums during holidays and on designated days of the month. He also introduced the "Winter in the Park" program, which organized festive events and activities in Moscow's parks.
National Football Academy
Established in 2004, the National Football Academy (NAF) is a non-profit organization dedicated to the development of youth soccer in Russia. As chairman of the board, Kapkov has overseen the construction of over 100 artificial turf soccer fields for youth football schools across the country.
NAF also publishes educational materials on soccer and conducts training programs and competitions. It played a key role in the implementation of a communication system for referees in the Russian Football Championship and has organized numerous training seminars for young referees.
Personal Life
Sergei Kapkov is married to Ekaterina Grinchevskaya, a television presenter for the Russia-24 channel. They have two children.
