Biography of Sergei Kivalov

Sergei Kivalov is a Ukrainian lawyer and political figure. He was born on June 23, 1950, in the Soviet Union. He holds a Doctor of Juridical Sciences degree (1996) and is a professor (1997). Kivalov is an Honorary Professor at the Odessa National University. He became a member of the Academy of Pedagogical Sciences of Ukraine in 2003 and a member of the Academy of Legal Sciences of Ukraine in the same year. In 2007, he joined the Party of Regions of Ukraine.

Education and Early Career

Kivalov graduated from the Judicial-Prosecutor Faculty of the Sverdlovsk Law Institute in 1980 with a specialization in "Jurisprudence." In 1986, he obtained a Candidate of Sciences degree with a dissertation on "Road Management." From 1972 to 1985, Kivalov served in the Soviet Army while also being a student, postgraduate student, teacher, and chairman of the trade union committee at the Sverdlovsk Law Institute.

Career in Internal Affairs

From 1985 to 1990, Kivalov worked in the Internal Affairs bodies. He held positions such as Deputy Chief of the Ministry of Internal Affairs of the Sverdlovsk Region, Commander of the Operational Response Unit of the Ministry of Internal Affairs of the Sverdlovsk Region, and Senior Lecturer and Head of the Administrative Law and Administrative Activity Department at the Odessa Police School.

Academic Career

From 1990 to 1997, Kivalov worked as a teacher, senior lecturer, associate professor, professor, and head of the Department of Maritime and Customs Law at the Law Institute of the Odessa State University. In 1996, he defended his doctoral dissertation on "Organizational and Legal Foundations of Customs Affairs in Ukraine" at the Law Institute of the Odessa State University.

Political Career

In 1994, Kivalov became a member of the Verkhovna Rada of Ukraine (Ukrainian Parliament) for the third convocation. He served as the Chairman of the Permanent Commission on Legality and Law and Order of the Odessa City Council from 1994 to 1998. In 1998, he was elected as a Member of Parliament for the Central Electoral District of Odessa. During his political career, Kivalov held various leadership positions in parliamentary committees.

Chairman of the Central Election Commission

From February to December 2004, Kivalov served as the Chairman of the Central Election Commission of Ukraine. His tenure coincided with the "Orange Revolution," and he was accused by protesters of falsifying election results.

Later Career

In 2006, Kivalov was elected as a Member of Parliament for the fifth convocation and became the Chairman of the Committee on Legal Policy of the Verkhovna Rada. He continued serving as a Member of Parliament for the sixth convocation from 2007 onwards. Kivalov has also held leadership positions in various legal and educational institutions.

Awards and Honors

Throughout his career, Kivalov has received numerous awards and honors, including the Order of Prince Yaroslav the Wise (fifth degree) in 2004, the Order of Friendship in 2009 from Russia, and several orders from the Ukrainian Orthodox Church. He is also an Honorary Citizen of Odessa.
