Early Life and Education
Serik Bilyalov was born on April 5, 1958, in Sartomar village in the Bulayevsky district of the North Kazakhstan region. He graduated from the Celinograd Agricultural Institute in 1983, majoring in zoology, and the Almaty Institute of Economics and Statistics in 1998, earning a degree in economics.
Early Career
Bilyalov began his career in 1974 as a veterinary technician at the Molodogvardeytsy state farm in the Vozvyshensky district of the North Kazakhstan region. He subsequently worked as a zootechnician at the Andreevsky branch of the Bishkul state farm.
Advancement in Agriculture
After graduating from the Celinograd Agricultural Institute, Bilyalov worked as the chief zootechnician at various state farms in the North Kazakhstan region. He also served as the director of the Alagash state farm in the Sovetsky district.
Leadership in Agricultural Enterprises
In 1992, Bilyalov became the chief zootechnician and later the president of the Bishkul Poultry Factory.
Regional Political Career
From 1999 onward, Bilyalov held key positions in the Bulayevsky (now Magzhan Zhumabaev), Yesilsky, and Kyzyljarsky districts of the North Kazakhstan region, serving as the district's akim (mayor).
Akm of North Kazakhstan Region
In March 2007, Bilyalov was appointed Deputy Akim of the North Kazakhstan region. On October 9, 2007, he was nominated by Prime Minister Karim Masimov to become the region's Akim (governor). The proposal was approved by the regional maslikhat (assembly).
