Early Life and Education
Spiridon Kilinkarov was born on September 14, 1968, in Luhansk, Ukraine, to a Greek family. His father, Pavel Levanych, was a mechanic, and his mother, Zinaida Spiridonovna, was a homemaker. In 1985, Kilinkarov graduated from secondary school No. 25.
Military Service and Early Career
After completing his education, Kilinkarov was drafted into the Soviet Army. In 1987, he participated in the ликвидация (clean-up) of the Chernobyl nuclear disaster. Upon completing his military service, he worked as a loader at an auto assembly plant.
In 1992, Kilinkarov graduated from the Mechanical Faculty of the Luhansk Machine-Building Institute with a degree in engineering. He subsequently started a business related to automobile repair. From 1992 to 1995, he held managerial positions at various automotive companies.
Political Career in Ukraine
Kilinkarov's political career began in 1995 when he joined the Luhansk Zhovtnevy district executive committee as head of the department for family and youth affairs. In 1996, he became an assistant to Vladimir Zemlyakov, the First Secretary of the Luhansk Regional Committee of the Communist Party of Ukraine (KPU).
In 1998, Kilinkarov completed a Master's degree in Public Administration from the Eastern Ukrainian National University. He then served as an assistant-consultant to Ukrainian Parliament member Sergey Dorohuntsov from 1998 to 2006.
In January 2001, Kilinkarov formally joined the KPU and was appointed head of the general department of the regional committee. In 2002, he became secretary for media relations. In 2005, he was elected First Secretary of the Luhansk Regional Committee of the KPU.
Kilinkarov's national political career began when he was elected to the Verkhovna Rada (Ukrainian Parliament) in 2006. He served as a member of the parliamentary committee on social policy and labor from 2006 to 2007 and on the committee on European integration from 2007 to 2012. In 2012, he became head of the committee on construction, urban planning, housing and communal services, and regional policy.
Post-Euromaidan Career
Following the Euromaidan revolution in Ukraine in 2014, Kilinkarov left Ukraine and settled in Moscow, Russia. Since then, he has become a prominent expert on Ukrainian and Russian affairs, appearing regularly as a guest on Russian television shows such as "Time Will Tell" and "Evening with Vladimir Solovyov."
Personal Life
Spiridon Kilinkarov is married to Irina Sergeevna. They have three children: Dmitry (born 1996), Sofia, and Daria (born 2008).
