Early Life and Education

Stepan Sarkisovich Barseghyan was born on April 18, 1959, in Vardenis. He graduated from the K. Abovyan Armenian State Pedagogical Institute in 1981 and later from the Baku Higher Party School in 1989.

Career in Education and Government

Barseghyan's career began as a history teacher in a rural school in the Vardenis region. After serving in the Soviet army, he worked as a методист in the Department of Public Education in Vardenis from 1983 to 1985. Subsequently, he served as an instructor and secretary of the Vardenis region's Komsomol (Young Communist League) from 1985 to 1987.

Political Engagements

In 1989, Barseghyan joined the Central Committee of the Communist Party in Vardenis. He was elected Deputy of the Vardenis region in 1990. From 1991 to 1993, he headed the Department of Public Education in Vardenis. From 1993 to 1995, he served as Chairman of the Vardenis Region Executive Committee.

Government Roles

From 1995 onwards, Barseghyan held various government positions, including:

- Head of the Department of Resettlement, Ministry of Social Security, Employment, Migration, and Refugee Affairs (1995)

- Head of the Department of State Property Management (1997)

- Director of CJSC "Vardenis-Cadastre" (1997-1999)
Parliamentary Career

In 1999, Barseghyan was elected to the National Assembly of Armenia. He served as a member of the Standing Committee on Defense, National Security, and Internal Affairs and was affiliated with the "Orinats Yerkir" ("Native Land") party.

Governorship and Ministerial Appointment

From 2003 to 2006, Barseghyan served as Governor of the Gegharkunik Region. On June 21, 2006, he was appointed Deputy Minister of Territorial Administration of Armenia.
