Early Life and Education
Sylvie Goulard was born on December 6, 1964, in Marseille, France. She spent her childhood in the working-class district of Belle de Mai. In 1984, she earned a law degree from the University of Aix-Marseille. She then pursued her studies at the Institute of Political Studies in Paris, graduating in 1986. In 1989, she completed the National School of Administration.
Career in Politics
Goulard began her career in the French Ministry of Foreign Affairs. From 2001 to 2004, she worked on the Prodi Commission. She later joined the Giscard d'Estaing Commission, which prepared the draft of the European Constitution. In 2009, she was elected to the European Parliament as a member of the Democratic Movement, which won 8.5% of the vote in the European elections. She was re-elected in 2014.
Support for Emmanuel Macron and Ministerial Role
In 2017, Goulard supported Emmanuel Macron's presidential campaign. She called for the creation of a broad presidential coalition after Macron's election and emphasized the need for a "contract with the nation" to address issues in education, energy transition, terrorism, and inequality. On May 17, 2017, she became Minister of the Armed Forces in Édouard Philippe's government.
Resignation and Return to Politics
Following the parliamentary elections in June 2017, Goulard resigned from the government amidst a scandal involving Democratic Movement MEPs accused of fictitious hiring of parliamentary assistants. On January 17, 2018, she was appointed as one of the Deputy Governors of the Banque de France.
Candidacy for European Commission and Rejection
In 2019, President Macron nominated Goulard as a candidate for the European Commission being formed by Ursula von der Leyen. Goulard was assigned the portfolio of the Internal Market, as well as Defence and Space Industry. However, on October 10, her candidacy was rejected by the European Parliament after a second hearing in which 82 MEPs voted against her, while 29 voted in favor and one abstained.
Personal Life
Goulard is married to Guillaume Goulard, a State Councillor. They have three children.
