Tahira Tahirova: A Life in Diplomacy and Service
Early Life and EducationTahira Tahirova was born on November 7, 1913, in Bayramaly, in the Trans-Caspian region (now a city in Turkmenistan). Her academic journey began in 1929 with the completion of her rabfak (workers' preparatory faculty) in Baku. In 1935, she graduated with honors from the Oil Industry Faculty of the Azerbaijan Industrial Institute.
Career in Academia and Industry
Tahirova's career initially revolved around academia and industry. From 1940 onwards, she served as director of the Azerbaijan Scientific Research Institute for Oil. In 1953, she obtained a PhD, and in 1959, she completed the Higher Diplomatic School of the USSR Ministry of Foreign Affairs.
Rise to Diplomatic Prominence
Tahirova's political career commenced in 1954 when she became the Chairman of the Council of Trade Unions of the Azerbaijan SSR. Subsequently, from 1957 to 1959, she held the position of Chairman of the State Committee for Science and Technology under the Council of Ministers of the Azerbaijan SSR.
In 1959, Tahirova embarked on the most significant chapter of her career, becoming the Minister of Foreign Affairs of the Azerbaijan SSR. She served in this role for the next 24 years, until 1983. Concurrently, from 1963 to 1968, she also served as the Deputy Chairman of the Council of Ministers of the Azerbaijan SSR.
Impact as Foreign Minister
During her tenure as Foreign Minister, Tahira Tahirova transformed the Azerbaijan SSR's Ministry of Foreign Affairs into a diplomatic hub. It played a pivotal role in coordinating the republic's foreign relations, fostering its international image, and facilitating mediation efforts during the Iran-Iraq War.
Mediation in the Iran-Iraq War
Under Tahirova's leadership, the ministry actively engaged in the resolution of the Iran-Iraq conflict. As recalled by Fikret Sadikov, a former Foreign Ministry information and press officer, Tahirova personally escorted high-profile guests, including Yasser Arafat and Cuban Foreign Minister Isidoro Malmierca, to the Iran-Iraq peace talks, thus contributing to the settlement process.
Retirement and Legacy
Tahira Tahirova retired in 1984. She passed away on October 26, 1991, and was laid to rest in the II Alley of Honor, a prestigious cemetery in Baku. Tahirova's legacy as a skilled diplomat and dedicated public servant continues to inspire the Azerbaijani people.
Family and Personal Life
In 1939, Tahira Tahirova married geologist Abdulla Bayramov, her fellow student. They welcomed two children together: daughter Elmira (born 1940) and son Rauf (born 1941).
