Early Life and Education
Tülay Akçayoğlu was born on October 12, 1928, in Istanbul, Turkey. Her father's military service required the family to relocate frequently, resulting in her attending primary schools in various cities. In 1947, she graduated from Erenköy Girls' High School in Istanbul.
Medical and Academic Career
Akçayoğlu pursued medical studies at Ankara University, obtaining her degree in 1953. She specialized in pulmonology and embarked on an academic career at her alma mater. In 1965, she became an associate professor and a full professor in 1970. From 1959 to 1965, Akçayoğlu conducted research in the United States, France, and the Netherlands.
Pioneering Political Achievements
On March 25, 1971, Akçayoğlu was appointed Minister of Health and Social Security in Nihat Erim's cabinet, becoming Turkey's first female government minister. She held this position until her resignation on December 13 of the same year, returning to academic life. In 1980, Akçayoğlu was elected Rector of Ankara University, becoming the first woman to hold such a position in Turkey. She served until 1982, when she resigned due to disagreements with the Higher Education Council.
Political Engagement
Upon leaving the university administration in 1983, Akçayoğlu co-founded the Social Democratic Party (SODEP) at the invitation of Erdal İnönü. She served as deputy chairperson of the party. In the 1987 general elections, Akçayoğlu entered Parliament as a deputy from the province of Izmir. After completing her parliamentary term in 1991, she resumed her academic work.
Minister and Advocate
In 1992, Akçayoğlu was appointed Minister of Women and Family in Süleyman Demirel's coalition government. In 1993, she was once again appointed Minister in the cabinet of Tansu Çiller, Turkey's first female Prime Minister. In these roles, she advocated for women's rights and social welfare.
