Belarusian Diplomat
Valery Rybakov is a Belarusian diplomat who has served as the Permanent Representative of the Republic of Belarus to the United Nations since 2017.
Early Life and Education
Rybakov graduated from high school with a gold medal. In 1980, he graduated with honors from the translation department of the Minsk State Pedagogical Institute of Foreign Languages, specializing in English and French. In 1994, he attended a three-month course for diplomats from former USSR countries at the Institute of Foreign Service of the U.S. Department of State.
Diplomatic Career
Rybakov joined the diplomatic service in 1993. He held various positions at the Ministry of Foreign Affairs of the Republic of Belarus, including:
- Third secretary, Secretariat of the Ministry of Foreign Affairs (1993-1994)
- Head of the Department of International Security and Arms Control (1999-2001)
- Counselor, Permanent Mission of the Republic of Belarus to the UN (2001-2003)
- Counselor, Minister-Counselor, Embassy of the Republic of Belarus in the USA (2003-2005)
- Head of the Americas Department, Ministry of Foreign Affairs (2005)
- Ambassador-at-large, Ministry of Foreign Affairs (2005-2006)- Assistant to the President of the Republic of Belarus (2006-2013)
- Deputy Minister of Foreign Affairs (January 2013 - August 2017)
