Mikhail Khvostov: A Distinguished Belarusian Diplomat and Politician
Early Life and EducationMikhail Khvostov was born on June 27, 1949, in the village of Kozlovshchina in present-day Polotsk District, Belarus. In 1975, he graduated from the Minsk State Pedagogical Institute of Foreign Languages with a degree in translation and international relations from French and English. Subsequently, in 1989, he obtained a law degree from the Belarusian State University.
Military and Early Career
Khvostov served in the Soviet Army and began his career as a laborer at the Gorodok state farm in the Vitebsk region. From 1975 to 1982, he worked as a consultant and senior consultant for the Chamber of Commerce and Industry of the Belorussian SSR.
Diplomatic Career in Belarus
In 1982, Khvostov joined the Ministry of Foreign Affairs (MFA) of the Belorussian SSR. He held various positions, including Third Secretary, Second Secretary, and Deputy Head of Department between 1982 and 1991.
Belarus's Permanent Mission to the UN and Embassy to the US
From 1991 to 1992, Khvostov served as First Secretary of Belarus's Permanent Mission to the United Nations. Later, from 1992 to 1993, he became First Secretary of the Belarusian Embassy in the United States.
Leadership at the MFA
Upon his return to Belarus, Khvostov became Head of Department and Head of a Directorate within the MFA between 1993 and 1994. From 1994 to 1997, he held the position of Deputy Minister of Foreign Affairs.
Ambassador and International Organization Roles
Between 1997 and 2000, Khvostov served as Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Canada and as Permanent Representative to the International Civil Aviation Organization.
Assistant to the President and Foreign Minister
From August 11 to November 27, 2000, Khvostov was appointed as Assistant to the President of the Republic of Belarus. On November 27, 2000, he was appointed Deputy Prime Minister and Minister of Foreign Affairs.
Diplomatic Missions Abroad
After his tenure as Foreign Minister, Khvostov served as Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to the United States from March 2003 to 2009, with concurrent accreditation to Mexico. His diplomatic career culminated in his appointment as Permanent Representative of the Republic of Belarus to the UN Office and other international organizations in Geneva on June 4, 2009.
Awards and Honors
Khvostov has been recognized for his diplomatic achievements. In 2014, he was awarded the Order of Honour for his outstanding work and contributions to various sectors, including industry, aviation, and culture. He has also received the Certificate of Honour from the Council of Ministers of the Republic of Belarus.
