Valeriy Lozovoy - Chief of the Department of Traffic Police of the Ministry of Internal Affairs of Ukraine
Valeriy Lozovoy is the Chief of the Department of Traffic Police of the Ministry of Internal Affairs of Ukraine. In an exclusive interview with "Segodnya," he discussed various issues relating to road safety and corruption in the traffic police.
Addressing Corruption in the Traffic Police
Lozovoy acknowledged the recent cases of corruption within the traffic police, such as the scandal in Lviv and the arrest of former officials in Cherkasy and Sumy. He emphasized that the department is actively combating corruption and is working closely with other law enforcement agencies and the prosecution. Lozovoy also mentioned that there have been instances of officers being dismissed or arrested for accepting bribes or covering up violations.
Registration and Licensing of Mopeds
Regarding the recent changes in moped regulations, Lozovoy explained that previously, moped riders were not required to have a driver's license or registration for mopeds with an engine capacity of up to 50 cc. However, the situation has now changed, and moped riders are required to undergo training, obtain a driver's license, and register their mopeds. The process is relatively affordable and costs around 90 hryvnias for the registration and 150 hryvnias for expert services. Lozovoy also mentioned that the registration deadline might be extended until November.
Vehicle Inspections
Lozovoy clarified the deadlines for vehicle inspections, stating that individuals who underwent inspections two years ago should have their vehicles inspected before December 15th. For those who had inspections one year ago, the inspection must be completed within two years from the previous inspection date. He emphasized the importance of vehicle inspections in ensuring road safety.
Usage of "Vizir" Speed Cameras
Lozovoy discussed the usage of "Vizir" speed cameras, explaining that they are currently being used in conjunction with police officers. The cameras capture violations such as speeding, which are then recorded and used as evidence against the offender. Lozovoy also mentioned that efforts are being made to improve the system and address technical and financial issues to ensure the accurate recording and processing of fines.
Enhancing Road Safety
Lozovoy emphasized that ensuring road safety is the primary goal of the traffic police. He highlighted positive results in reducing accidents, fatalities, and injuries on Ukrainian roads. These improvements are attributed to changes in the traffic code, enhanced technical capabilities of the traffic police officers, and improved organization of traffic flow. Lozovoy mentioned ongoing efforts to identify and address areas with high accident rates, such as installing traffic signs, adjusting traffic light timings, and advocating for the construction of barriers and pedestrian crossings.
Reforming the Traffic Police
Regarding reforms within the traffic police, Lozovoy stated that the department is constantly working on improving its operations. He mentioned plans to increase the number of officers responsible for the protection of VIPs and the creation of a specialized unit to support regional traffic police. Lozovoy emphasized the importance of modernizing traffic police posts, citing the example of the "Patrol-M" system in Chernihiv Oblast, which automatically monitors and records information about passing vehicles. He also mentioned the necessity of traffic police posts in preparation for Euro 2012 and their role in providing information and rest areas for drivers.
