Biography

Early Life and Education

Vasiliy Ivanovich Dovgalenok was born in Belarus in 1950. He pursued his higher education, graduating from the Minsk Radio Engineering Institute in 1974, followed by the Belarusian State Economic University in 1993 and its magistracy program in 1996.

Academic Achievements

Dr. Dovgalenok holds a doctorate in economics and a master's degree in foreign economic activity. He has authored numerous scientific publications and monographs, contributing to various academic journals and books.

Early Career

Dr. Dovgalenok began his career as a laborer and engineer. From 1974 to 1976, he worked as an engineer and senior radio engineer at the Computing Center of the Mogilev Regional Association "Selkhoztekhnika." He subsequently held roles as a senior electronic engineer and head of a computer-controlled management system at the Mogilev Production Association "Khimvolokno" from 1976 to 1978.

Government Service

Dr. Dovgalenok entered government service in 1981 as head of the Computing Center at the "Diaprojector" factory in Rogachev. He later served as deputy director for commercial affairs and deputy chairman of the factory's coordinating and managing center.

In 1990, he was elected as the secretary of the Standing Commission of the Supreme Council of the Republic of Belarus on the Work of Councils of People's Deputies and Development of Self-Governance. He was also elected as a member of the Supreme Council of the USSR and chairman of the Committee on the Organization and Activities of Interrepublican Bodies in September 1991.

Executive Roles

Dr. Dovgalenok held various high-ranking executive roles in the Belarusian government. He served as deputy chairman of the Audit Chamber of the Republic of Belarus from 1992 to 1994 and deputy head of the presidential administration and head of the president's control service from 1994 to 1995.

In 1995, he was appointed as deputy prime minister of the Republic of Belarus. He later became plenipotentiary representative of the president in integration associations and first deputy prime minister. From 2000 to 2004, he served as chairman of the Brest Regional Executive Committee.

Diplomatic Career

Dr. Dovgalenok was appointed plenipotentiary representative of the president of the Republic of Belarus in Moscow and deputy prime minister in 2004. He held this position until 2006, when he was appointed as ambassador extraordinary and plenipotentiary of the Republic of Belarus to the Russian Federation. He concurrently served as permanent representative of the Republic of Belarus to the Eurasian Economic Community.

Post-Diplomatic Career

Following his diplomatic service, Dr. Dovgalenok joined the board of directors of Belgazprombank as an advisor in March 2012.
