Early Life and Career
Vasiliy Kiselyov was born on September 25, 1948, in Zlatoust, Chelyabinsk Oblast, Russian SFSR. In 1966-1967, he worked as a laborer in Shpola, Cherkasy Oblast. From 1967 to 1972, he attended the Uman Agricultural Institute, specializing in fruit and vegetable production and beekeeping.
After graduating, Kiselyov worked as a technologist at a canning factory in the Krasnogvardeisky district of Crimea for a year. He then served in the Soviet Army from 1973 to 1974.
Political Career in Crimea
In 1990, Kiselyov was elected a deputy of the Supreme Council of Crimea. In 1996, he became Chairman of the Supreme Council of the Crimean Autonomy. From September 1996, he led the faction "Deputies Against Crime and Corruption."
Representation and Government Service
From 1997 to 1999, Kiselyov served as the permanent representative of the Ukrainian President to the Autonomous Republic of Crimea. In June 1999, he was appointed Deputy Minister of Agro-Industrial Complex of Ukraine.
From May 2000 to September 2001, Kiselyov was Acting Deputy Chairman of the Council of Ministers of the Autonomous Republic of Crimea. From 2001 to 2002, he headed the Department of Excise Collections in Crimea.
First Deputy Chairman of the Crimean Parliament
From 2002 to 2006, Kiselyov was First Deputy Chairman of the Supreme Council of Crimea. In October 2005, he became head of the "Bloc of Viktor Yanukovych" parliamentary group.
Election to the Ukrainian Parliament
In May 2006, Kiselyov was elected to the Ukrainian Parliament on the electoral list of the Party of Regions. He became First Deputy Head of the Parliamentary Faction of the Party of Regions.
Parliamentary Activities
Kiselyov was Deputy Chairman of the Committee and member of two Temporary Investigative Commissions of the Ukrainian Parliament. He was also a member of inter-parliamentary relations groups with France and Russia.
Personal Life and Recognition
Kiselyov is married and has two children. He has received the titles of "Honored Worker of Agriculture of Ukraine" and "Order of Merit III degree."
