Early Career and Education

Vasyl Volodin was born in Ukraine and pursued higher education, graduating from the Ivan Franko National University of Lviv in 2001 with a specialization in International Relations and a qualification as a specialist in international relations and translator.

Private Sector Experience

Volodin began his professional career in 2002 as a Foreign Economic Activity Manager at the private enterprise "Ukrfermerpostach" in Kyiv. From 2003 to 2004, he held the positions of Deputy Director at LLC "Trading House "Divico" and LLC "Group of Companies "UKRAGRO" concurrently in Kyiv.

Public Service Career

Volodin entered government service in March 2004 as a Senior Specialist in the Taxation Department of the Ministry of Justice of Ukraine, where he held various positions until 2006.

State Investment and Finance Roles

From 2006 to 2010, Volodin worked at the State Agency of Ukraine for Investment and Innovations, rising through the ranks from Deputy Head of the Legal Department to Director of the Legal Department. In 2010, he became Deputy Director General of the State Enterprise "State Investment Company."

Regulatory and Infrastructure Positions

From 2012 to 2019, Volodin served as Director of the Legal Support Department of the National Commission for State Regulation of Communications and Informatization. He was also Acting General Director of the State Enterprise "Elektronmash" until December 20, 2019.

Kyiv Oblast Administration

Volodin has been the Deputy Chairman of the Kyiv Oblast State Administration since December 20, 2019. On March 11, 2020, he was temporarily appointed as Acting Chairman of the Kyiv Oblast State Administration by presidential decree.

Family and Honors

Volodin is married with two children. He holds the rank of Honored Lawyer of Ukraine (2016) and has received state awards, including the Gratitude of the Prime Minister of Ukraine and the Diploma of the Cabinet of Ministers of Ukraine.
