Early Life and Education
Birth and ChildhoodValery Vasilyevich Radayev was born on April 2, 1961, in the village of Blagodatnoye, Khvalynsky District, Saratov Oblast. His father, Vasily Vasilyevich Radayev, was a driver, and his mother, Nina Ivanovna, worked as a chief agronomist. In an interview with the "Week of the Oblast" newspaper, Radayev also mentioned his younger sister, Svetlana.
Agricultural Studies
From 1976, Radayev attended the agricultural technical college in Marks, Saratov Oblast. During his studies, he was the староста (leader) of the agricultural mechanization group and graduated in 1980. Notable fellow graduates include Duma deputy Nikolai Pankov and Minister of Transport and Road Infrastructure of the Saratov Oblast, Ivan Pankov.
Early Career
Work in BlagodatnoyeUpon graduating in 1980, Radayev returned to his hometown and began working at the Blagodatinsky collective farm. He held various positions there until 1996 and served as its director from 1993 to 1996.
Political Emergence
Mayor of KhvalynskIn April 1996, coinciding with Вячеслав Володин's appointment as First Deputy Chairman of the Saratov Oblast Government, Radayev was appointed mayor of Khvalynsk. In September 1996, Volodin became Vice-Governor of Saratov Oblast, and in December of that year, Radayev was elected head of the Khvalynsk District Administration.
Higher Education and Political Career
Degree in Social ManagementIn 2004, Radayev defended his dissertation on the topic of "Strategy of Social Management of the Municipality in a Transitional Society" at the Saratov State Technical University (SGTU) and obtained a Candidate of Sociological Sciences degree.
Head of Rosselkhoznadzor
From March 2005 to December 2007, Radayev led the Saratov Oblast branch of Rosselkhoznadzor (Federal Service for Veterinary and Phytosanitary Surveillance). In 2012, he was referred to on the department's website as both the founder and the first head of the regional branch.
United Russia Leadership
Radayev served as Secretary of the Regional Political Council of the United Russia party's Saratov branch from April 2006 to December 2007. In December 2007, he was elected to the fourth convocation of the Saratov Duma and became Chairman of the Oblast Parliament. He was also a member of the Budget and Tax Committee and the Committee on Local Self-Government. In March 2010, Radayev was once again elected Secretary of the Political Council of the United Russia party's Saratov branch.
Governorship
Dismissal of Former GovernorOn March 23, 2012, President Dmitry Medvedev dismissed Saratov Oblast Governor Pavel Ipatov, who had held the post since 2005. Medvedev's move was widely expected, as Ipatov had the lowest approval rating among governors at 14%. However, according to media reports, Ipatov's resignation was lobbied by Вячеслав Володин, who had become First Deputy Head of the Presidential Administration in December 2011 and had long been an opponent of the Saratov governor.
Appointment as Acting Governor
On the same day, Dmitry Medvedev appointed Valery Radayev as Acting Governor of Saratov Oblast. Radayev was among the candidates submitted to the President by the United Russia party as potential successors.
Election as Governor
On April 2, the President proposed Valery Radayev's candidacy to the Saratov Oblast Duma for approval as Governor of the region. On April 5, in an extraordinary session of the Duma, Radayev's nomination was approved by 30 out of 32 deputies present, with only two members of the Communist Party voting against. Radayev was sworn in as Governor during the same session and resigned his Duma seat.
Personal Life
Valery Radayev is married and has a son. In April 2012, he declared his income, which amounted to 2.6 million rubles during his tenure as Chairman of the Oblast Duma in 2011. He did not own any real estate or vehicles, but his wife, Natalia, a geography teacher, owned a 10-acre plot of land, a 286.5 square meter house, and a Mercedes-Benz ML 3504 MATIC. She earned 223.2 thousand rubles that year.
