Early Life and Education

Vasily Nikolayevich Chernyshev was born on August 4, 1931, in the city of Makeevka, Donetsk Oblast, Ukraine. He graduated from the Kharkov Polytechnic Institute in 1954.

Career in Penza Region

After graduating, Chernyshev was assigned to Penza Region, where he resided and worked for the rest of his life. He held various positions at the "Belinskselmash" plant from 1954 to 1963, including Master, Engineer-Technologist, Deputy Chief Technologist, and Party Committee Secretary.

From 1963 to 1964, he served as the First Secretary of the Kamensky City Committee of the Communist Party of the Soviet Union (CPSU). He then held positions as Second Secretary of the Penza Oblast Industrial and Transportation Department (1967-1970) and Second Secretary of the Penza City Committee of the CPSU (1970-1985).

Awards and Accomplishments

During his tenure as Second Secretary of the Penza City Committee of the CPSU, Chernyshev played a significant role in the city's infrastructure development. He oversaw road construction, water and sewage system installation, gasification, urban beautification, and the construction of new housing, industrial enterprises, and cultural facilities.

For his contributions, Chernyshev was awarded the Soviet Order of the Red Banner of Labor three times (1971, 1976, 1981). He was one of the few party leaders in the USSR to receive this honor three times while holding the same position that was not a senior leadership role.

Career in Law Enforcement and Public Service

From 1985 to 1991, Chernyshev served as Deputy Chief of the Internal Affairs Department of the Penza Regional Executive Committee. He earned considerable respect and influence within law enforcement agencies.

After the collapse of the Soviet Union, Chernyshev held various roles within the Penza Regional Council of People's Deputies, Penza Oblast Administration, and Zheleznodorozhny District Administration (1991-2004).

Veterans' Advocacy

From 1992 to 2015, Chernyshev chaired the Penza Oblast branch of the Russian Public Charity Fund for Veterans of War, Labor, and the Armed Forces. He also served as Chairman of the Penza Oblast Organization for Veterans of War, Labor, the Armed Forces, and Law Enforcement Agencies (2005-2015).

Under Chernyshev's leadership, the Penza Veterans' Council initiated a permanent cooperation agreement with regional authorities that protected the rights and interests of pensioners. This agreement became a model for public-private partnerships in regional governance.

Retirement and Legacy

Chernyshev retired from his post as Chairman of the Penza Oblast Veterans' Council in 2015 due to health reasons. He passed away on September 24, 2019, at the age of 87.

Chernyshev's passing was mourned by local and regional officials, including Penza Governor Ivan Belozertsev and Speaker of the Penza Legislative Assembly Valery Lidin. He was buried at the Novozapadnoye Cemetery in Penza.
