Early Life and Military Service
Viktor Sheiman was born in Belarus and graduated from the Blagoveshchensk Higher Tank Command School and the Academy of the Ministry of Internal Affairs of the Republic of Belarus. He served in the Airborne Forces and participated in combat operations in Afghanistan.
Political Career
In 1990, Sheiman was elected to the Supreme Council of the Byelorussian SSR as a deputy from the Brest-Yuzhny electoral district. From 1990 to 1994, he served as a member of the Supreme Council and as Secretary of its Commission on National Security, Defense, and Crime Prevention.
Role under President Alexander Lukashenko
Sheiman became a strong supporter of Alexander Lukashenko. In 1994, he was appointed State Secretary of the Security Council of the Republic of Belarus. He also became a member of the collegiums of the Ministry of Defense and the Ministry of Internal Affairs.
In 1995, Sheiman served as Acting Minister of Internal Affairs and Chairman of the Ministry of Internal Affairs. From 2000 to 2004, he served as Prosecutor General of the Republic of Belarus, and from 2004 to 2006, he served as Head of the Presidential Administration.
Allegations and International Controversies
Sheiman has been accused of being involved in the so-called "death squads" responsible for murders of opposition leaders and journalists. In 2006, he was banned from entering the United States and EU countries due to these allegations.
Personal Life
Viktor Sheiman is married and has two children. He is also the co-chairman of the Belarusian-Venezuelan Joint Commission on High-Level Cooperation.
