Biography of Armen Darbinyan

Armen Darbinyan is an Armenian political and government official. He is a Corresponding Member of the National Academy of Sciences of the Republic of Armenia, a Doctor of Economics, and a Professor.

Educational Background

From 1981 to 1986, Darbinyan studied and graduated from the Economics Department of Moscow State University named after M. V. Lomonosov. From 1986 to 1989, he pursued a PhD at Moscow State University. He obtained a Candidate of Economic Sciences degree during this time.

Early Career

From 1989 to 1992, Darbinyan worked at the Armenian representation in Moscow, initially as a specialist in the economic department and later as the Deputy Head and Head of the Department of Economic Policy. He also served as the Authorized Representative of the Republic of Armenia in the Interstate Commission for the Settlement of External Debt Issues of the USSR.

Professional Roles

Between 1992 and 1994, Darbinyan held the position of General Director at the Armenian Association of Foreign Trade "Armenintorg". From 1994 to 1997, he served as the First Deputy Chairman of the Central Bank of Armenia. In 1997 and 1998, he served as the Minister of Finance and Economy of Armenia, followed by a tenure as the Prime Minister of Armenia from 1998 to 1999. In June-November 1999, he briefly served as the Minister of Economy of Armenia.

Later Roles and Achievements

Since 2000, Darbinyan has been a Co-Chairman of the Board of Trustees of the Russian-Armenian (Slavic) University and the Chairman of the Board of Trustees of the Public Organization "International Center for Human Development" in Yerevan. Since 2001, he has been the Rector of the Russian-Armenian (Slavic) State University.

In 2005, Darbinyan defended his doctoral dissertation in Moscow, titled "Model of Economic Development: Armenia's Choice". He has also been a member of the Expert Council of the Accounts Chamber of the Russian Federation since 2005 and a member of the Expert Council of the Russian International Information Agency "RIA Novosti" since 2006.

Recognition and Awards

Throughout his career, Darbinyan has received numerous awards and honors. Some notable ones include the Movses Khorenatsi Medal in September 2009, the Order of Friendship from Russia in 2010, the Medal "For Merit to the Kaliningrad Region" in November 2009, the F. Nansen Medal in 2005, and the Memorial Medal of the Ministry of Education and Science in 2006. He was also recognized as the "Young Man of the Year" in 1998 by the newspaper "Novoe Vremya" in a survey conducted among journalists from Armenia, Georgia, and Azerbaijan.
