Early Life and EducationVladimir Feodorovich Chub, the Governor of Rostov Oblast, was born in the rich Cossack land of Rostov-on-Don. He graduated from the Leningrad Institute of Water Transport and the Academy of the National Economy under the Council of Ministers of the USSR.
Professional Career
Chub's professional journey began in 1971 as a master in a complex workshop at the Krasny Flot fleet repair and maintenance base. He advanced through the ranks, serving as workshop manager, department head, and chief engineer.
Political Ascendancy
In 1980, Chub was appointed Second Secretary of the Proletarsky District Committee of the Communist Party of the Soviet Union (CPSU) in Rostov-on-Don. From 1983 to 1985, he served as Chief Engineer of the Volgo-Don River Shipping Company. He then returned to the Proletarsky District Committee as First Secretary from 1985 to 1989.

Chub's political career reached new heights when he became the Chairman of the Rostov-on-Don City Council of People's Deputies from 1989 to 1991. In 1990, he was appointed Head of Administration of Rostov Oblast, a position he held until his election as Governor in 1996.
