Early Life and Education
Oleksiy Honcharuk was born on November 16, 1949, in the village of Novo-Arkhanhelsk in the Novoarkhanhelskyi district of the Kirovohrad oblast. He graduated from the Donetsk Polytechnic Institute in 1987 with a degree in "Automobiles and Automobile Management."
Academic Career
In 2000, Honcharuk received his PhD in technical sciences from the Kharkiv State Automobile and Road Technical University with a dissertation entitled "Improving Road Management Under Limited Resources." He later became an associate professor in 2003 and was elected an academician of the Transport Academy of Ukraine in 1998.
Political Career
Honcharuk entered politics in 2007 when he was elected to the Verkhovna Rada (Ukrainian Parliament) on the Party of Regions ticket. He became a member of the Committee on Transport and Communications and served as the head of the Subcommittee on Automobile Roads and Road Management. In 2010, Honcharuk was appointed head of the State Road Administration of Ukraine.
