Childhood and Education
Vladimir Vladimirovich Karetnikov was born on October 3, 1944, in the city of Smelaya in the Cherkasy region of Ukraine. He completed his higher education at the Irpen Industrial Technical College and later graduated from the Kyiv Technological Institute of the Food Industry in 1971, earning a degree in mechanical engineering. In 1983, he specialized in economics, management, and planning at the Academy of National Economy under the Council of Ministers of the USSR.
Military Service and Early Career
From 1963 to 1965, Karetnikov served in the Armed Forces. Upon completing his military service, he embarked on a career in the design and technology sector, joining the Ministry of General Machinery's Project-Design Technological Institute in Cherkassy. Over the years, he held various positions within the institute, rising to the rank of chief engineer.
Career in Government
After attending the Academy of National Economy, Karetnikov served as chief engineer and deputy head of the All-Union Industrial Association. He then became head of the Main Technical Department of the Ministry of Light Industry and Food Machinery, and was also appointed to the Ministry's collegiate board. From 1988 to 1991, he served as head of the Main Scientific and Technological Department of Mechanical Engineering under the Ministry of Medium Machine Building.
Business Leadership and Political Career
From 1991 to 1998, Karetnikov held the position of president of the "KARIMOS" Concern under the Ministry of Atomic Energy of the Russian Federation. In February 1998, he became general director of the "TVEL" Concern under the Ministry of Atomic Energy. In December 1999, Karetnikov was elected to the State Duma of the Russian Federation.
Honors and Recognition
Karetnikov has received numerous state honors, including the Order of the Badge of Honor in 1977, the Order of Friendship in 1996, and various medals.
