Early Life and Education
In 1983, the politician enrolled in the Order of Lenin Civil Aviation Academy in Leningrad, graduating in 1988 with a degree in Air Traffic Management. Subsequently, in 1992, he obtained a degree in Economics and Management from the Taras Shevchenko National University of Kyiv and, in 1993, completed the Diplomatic and Consular Service Program at the Ukrainian Institute of International Relations.
Political Career
Member of the Communist Party and Ascent to Power (1986-1991)From 1986 to 1991, the politician held membership in the Communist Party of the Soviet Union (CPSU). During 1988-1990, he worked at the "Strela" complex in Boryspil Airport.
Ukrainian Independence and Diplomatic Missions (1990-1995)
Elected to the Supreme Soviet of the Ukrainian SSR in 1990, he became one of the signatories of Ukraine's Declaration of Independence in 1991. Subsequently, he served as an expert and chief inspector for the protocol department of Ukraine's Ministry of Foreign Economic Relations from 1993 to 1994.
In 1994-1995, the politician became Deputy Head of the Trade and Economic Mission of the Ukrainian Embassy in the Russian Federation. From November 1994 to April 1995, he served as an unofficial advisor to the Prime Minister of Ukraine.
Financial Leadership and Return to Parliament (1995-2006)
Between 1995 and 1996, the politician held the position of financial director at the youth organization "Molodizh XXI Stolittia" ("Youth of the 21st Century"). Subsequently, from 1996 to 1998, he served as acting chairman and chairman of the board of Ukrgazprombank.
Re-elected to the Supreme Council of Ukraine in 1998, he became a member of the Socialist Party of Ukraine's Political Council in May 2000.
Transition to the Party of Regions (2002-2007)
In 2002, the politician became a member of the Ukrainian Parliament for the "Our Ukraine" party, serving as Secretary of the Privatization Commission. In 2005, he joined the Party of Regions of Ukraine and became Head of the Supervisory Board of UkrEximBank.
Elected to the Ukrainian Parliament again in 2006, he became Deputy Head of the Party of Regions faction and Head of the Budget Committee. He also held various diplomatic appointments, such as Deputy Member of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe (PACE) and member of inter-parliamentary groups with Russia, the United States, Poland, and Austria.
Continued Political Ascent
Re-elected again in 2007 on behalf of the Party of Regions, the politician assumed the position of First Deputy Head of the Committee on Budget Issues.
Personal Life
Married with three children, the politician has been married to Svetlana Viktorovna (born 1970) since 1991. They have two sons, Volodymyr (born 1992) and Pavlo (born 1998), and a daughter, Mariya (born 2005).
