Nevsky carried out party work in various cities, including Rostov-on-Don, Moscow, St. Petersburg, Voronezh, and Kharkiv. He faced repeated persecution from the Tsarist government and spent time in prison for his revolutionary activities.

After the February Revolution, Nevsky became a leader of the Military Organization under the Russian Social Democratic Labour Party (b). He played a key role in the organization and implementation of the October Uprising in Petrograd.
