Early Life and Education
Born on August 14, 1938, in Kyiv, Ukraine, to Avrum Yefimovich and Bronislava Lvovna Polyachenko, Volodymyr Mykhailovych Polyachenko completed his education at the Kyiv Civil Engineering Institute. He graduated in 1961 as a civil engineer-technologist specializing in concrete and reinforced concrete structures.
Construction Career
Polyachenko's professional journey began in 1961 at Plant No. 2 of the "Stroidetal" Trust, where he served as foreman. In 1962, he became the chief technologist and later the director of Precast Concrete Plant ZHZBI-5 in 1972.
From 1976 to 1979, Polyachenko was appointed head of the "Stroidetal" Trust within the Kyiv City Main Department of Construction. This was followed by his promotion to deputy head of the Kyiv City Main Department of Construction from 1979 to 1982.
Leadership in Kyiv Construction
In 1982, Polyachenko took over as head of the "Kievremstroi" Department under the Kyiv City Executive Committee. He served in this role until 1988, when he was appointed first deputy head of the Kyiv City Main Department of Construction.
"Kyivgorstroi" Presidency
In 1992, Polyachenko became the president of the "Kyivgorstroi" Holding Company. His leadership played a pivotal role in the development of Kyiv's construction industry. From August 1995 to May 2006, he also served as the Chairman of the Board of "Kyivgorstroi."
Political Involvement
Polyachenko was actively involved in local politics. He served as a deputy in the Kyiv City Council from October 2002 to April 2006 and was elected a deputy again in April 2006.
Awards and Honors
Polyachenko received numerous awards and honors for his contributions to the construction industry, including the title of Hero of Ukraine in 2003 for his outstanding achievements in the field. He also received the Orders of Merit of Ukraine in the III, II, and I degrees, the Silver Order of St. Vladimir II degree from the Ukrainian Orthodox Church, and was named the Honored Builder of Ukraine in 1992.
Personal Life
Polyachenko was married to Tatiana and had two children: Yuriy Polyachenko, a doctor and former Minister of Health of Ukraine, and Daria Polyachenko, a graduate of the Klov Lyceum.
