Early Life and Education
Dr. Yevhen Rakhov is a Ukrainian jurist and statesman. He graduated from the law faculty of Kyiv State University in 1970, specializing in international law. He earned his doctorate in law in 1992 and became a professor in 1993.
Military Service and Academic Career
After graduating, Rakhov served in the Armed Forces of the Soviet Union from 1970 to 1971. From 1974 to 1976, he worked as a junior researcher at the Institute of State and Law of the USSR Academy of Sciences. In 1976, he joined the faculty of the Kyiv Higher School of the Ministry of Internal Affairs of the USSR, where he taught until 1985. From 1986 to 1996, he taught at Kyiv State University, eventually becoming Head of Department.
Judicial and Government Service
In 1996, Rakhov became a judge of the Constitutional Court of Ukraine, eventually serving as Deputy Chairman from 2002 to 2005. He then represented the President of Ukraine in the Constitutional Court from 2005 to 2007.
On May 30, 2007, Rakhov was appointed Deputy Member of the European Commission for Democracy through Law (Venice Commission). On June 1, 2007, he was elected a member of the Central Election Commission (CEC) of Ukraine.
Chairman of the Central Election Commission
On June 2, 2007, Rakhov was elected Chairman of the CEC. He has held this position continuously since then. During his tenure, he played a key role in the 2010 presidential election and numerous other elections in Ukraine.
Political Views
Rakhov has expressed skepticism about the political reforms implemented in Ukraine in 2005. He argues in favor of a "consensus democracy" in which key appointments and dismissals are made in cooperation between the President and Prime Minister.
