Early Life and Education

Vyacheslav Frantsavich Kebich, the first Prime Minister of the Republic of Belarus, was born on June 10, 1936, in the village of Kaniushynshchyna, Minsk Region. He graduated from the Belarusian Polytechnic Institute and the Higher Party School under the Central Committee of the Communist Party of Belarus (KPSS).

Career in Engineering

After completing his education, Kebich worked as an engineer and held various management positions at the Minsk Automatic Lines Plant. From 1973 to 1978, he served as the chief engineer and director of the Minsk Machine Tool Plant named after S.M. Kirov. From 1978 to 1980, he was the general director of the Minsk Production Association for Broaching and Cutting Machines named after S.M. Kirov.

Party and Government Leadership

In 1980, Kebich entered the political arena as the second secretary of the Minsk City Committee of the KPSS. He subsequently held several positions within the party, including заведующий отделом (department head) of the Central Committee of the KPSS and second secretary of the Minsk Regional Committee of the KPSS. From 1985 to 1990, he served as Deputy Chairman of the Council of Ministers of the Belarusian SSR and Chairman of the State Planning Committee of the Belarusian SSR.

Premiership and Economic Reforms

In 1990, Kebich became the first Prime Minister of the newly independent Republic of Belarus. He led the transition to a market economy, implementing economic reforms aimed at promoting privatization and foreign investment. However, these reforms faced significant challenges due to the collapse of the Soviet Union and the ensuing economic crisis.

Presidential Bid and Later Career

Kebich ran for President in 1994 but lost to Alexander Lukashenko in the second round. After the election, he headed the Belarusian Trade and Financial Union. Kebich was later elected to the House of Representatives of the National Assembly of Belarus.

Recognition and Legacy

Kebich received numerous awards, including the Order of the Red Banner of Labour, the Order of the Badge of Honour, and the title of Honoured Machine Builder of the Belarusian SSR. He was also a laureate of the State Prize of the Belarusian SSR and received a Certificate of Honour from the Presidium of the Supreme Soviet of Belarus in 1996. Kebich's legacy lies in his role as the first Prime Minister of Belarus and his efforts to guide the country through a tumultuous period of transition.
