Biography of William T. Tuttle
William Gilbert Townsend Tuttle Jr. was born on November 26, 1935, in Portsmouth, Virginia. He graduated from the United States Military Academy in 1958, earning a bachelor's degree in engineering. He also obtained a master's degree in business administration from Harvard.
Military Career
Tuttle's military education included various officer courses and colleges, such as the Infantry School, Basic and Advanced Transportation Officer Courses, the Armed Forces Staff College, and the U.S. Army War College. After his assignments in Korea, Tuttle taught economics and management at the U.S. Military Academy. He later served as an analyst in the Office of the Assistant Secretary of Defense and returned to West Point as an assistant professor of social sciences, teaching economics and the course on national security.
In 1968, Tuttle was appointed the leader of the 9th Supply and Transportation Battalion and an officer of the 9th Transportation Infantry Division in the U.S. forces in Vietnam. After attending the Armed Forces Staff College in Norfolk, Virginia, in 1971, he was assigned to the Office of the Assistant Deputy Chief of Staff as an analyst for logistics coordination.
Tuttle played a significant role in the reorganization of the U.S. military, initiated by TRADOC and FORSCOM in 1973. He received an assignment in the European contingent of the U.S. Army in 1972 and served as the assistant chief of staff for the 3rd Armored Division. He then attended the Army War College, where he wrote a thesis on "Command and Management of the Army." He held various positions, including chief of the materiel management division, director of restructuring studies, chief of the personnel and logistics systems division, and commander of a division within the European Theater.
Later Career and Honors
In October 1977, Tuttle returned to Europe as the commander of a division in the 3rd Armored Division and served in this capacity until July 1979. He was promoted to the rank of brigadier general and became the commander of the Eastern Area Transportation Command until March 1981. Tuttle's subsequent assignments included deputy commander of the U.S. Army Materiel Command, commander of the Army Logistics Center, director of operations and plans at the Office of the Deputy Chief of Staff for Operations and Plans, and chief of the Strategic Plans Division at the Supreme Headquarters Allied Powers Europe.
The pinnacle of Tuttle's career was his appointment as the commander of the U.S. Army Materiel Command from September 27 to January 31, 1992. He retired from the military in 1992. Among Tuttle's decorations and awards are the Meritorious Service Medal, Legion of Merit, Bronze Star, Army Commendation Medal, Air Medal, and others.
