Early Life and Education

Yuri Vladimirovich Maksarev was born into a military family. He attended a cadet corps in 1917 and later graduated from Leningrad Technological Institute in 1930.

Military Service and Early Career

Maksarev joined the Red Army in 1920 and served as a telephone operator. He participated in the suppression of the Kronstadt Uprising in 1921 and became a member of the Russian Communist Party (Bolsheviks) that same year. After a brief stint as a boilerman on the ship "Transbalt," he began working at the "Krasny Put" plant (later renamed the Kirov Plant) in 1929.

Rise to Prominence in the Defense Industry

From 1932 to 1938, Maksarev headed the tank department at the Kirov Plant. He then became director of the Kharkov Machine-Building Plant in 1938 and oversaw its evacuation to the Urals during World War II. In 1942, he became chief engineer of the Kirov Plant in Chelyabinsk. He also served as chief engineer and director of the Ural Wagon Works in Nizhny Tagil from 1942 to 1946.

Minister of Transport Machine Building

In 1946, Maksarev was elected to the Supreme Soviet of the USSR. He held various high-ranking positions in the transportation and machine-building industries, culminating in his appointment as Minister of Transport Machine Building in 1950. He remained in this role until 1953, when his ministry became part of the Ministry of Transport and Heavy Machine Building.

Prominent Government Positions

Following his stint as minister, Maksarev held numerous government positions, including Deputy Chairman of the Bureau for Machine Building, First Deputy Chairman of the State Committee for New Technology, Chairman of the State Scientific and Technical Committee, Chairman of the Committee for Inventions, and Chairman of the State Committee for Inventions and Discoveries.

Later Career and Retirement

Maksarev retired in 1978 after a long and distinguished career in government and industry. He was recognized for his contributions to Soviet engineering and military development, including the development of new tank designs and the organization of wartime production.
