Career in Medicine and Academia

Zhaskalyk Doskaliyev was born on November 30, 1955, in Alga, Aktobe Region. He graduated from Aktobe Medical Institute in 1979, specializing as a physician. From 1979 to 1986, he worked as a surgeon and later as the First Deputy Chief Physician at the Alginka Central District Hospital.

From 1986 to 1988, Doskaliyev pursued clinical residency at the All-Union Scientific Center of Surgery. He then became an assistant at Aktobe Medical Institute (1989-1991) and a senior researcher and head of the laparoscopic surgery department at the A.N. Syzganov Scientific Center of Surgery (1991-1998).

Political Career

Doskaliyev's political career began in 1999 when he was elected as a deputy to the Aktobe Oblast Maslikhat (local council). In August 2000, he became the Chairman of the Agency of the Republic of Kazakhstan for Healthcare Affairs.

In October 2001, Doskaliyev was appointed Minister of Healthcare of the Republic of Kazakhstan. He served in this role until April 2004, when he became the Rector of the Kazakh State Medical Academy.

In 2007, Doskaliyev was elected as a deputy to the Mazhilis (lower house) of the Parliament of Kazakhstan. He also served as the Chairman of the Committee on Socio-Cultural Development of the Mazhilis.

Return to the Ministry of Healthcare and Legal Troubles

Doskaliyev was reappointed as Minister of Healthcare in November 2008. However, his tenure was marred by a number of controversies.

In September 2010, he was arrested and charged with exceeding his official authority. He was accused of pressuring subordinates into making unlawful decisions.

On August 5, 2011, Doskaliyev was sentenced to seven years in prison. However, he was released on parole in 2012 after serving less than two years.

Academic and Scientific Contributions

Despite his legal troubles, Doskaliyev has also made significant contributions to the field of medicine. He is the author of over 200 scientific papers, 12 monographs, and more than 50 inventions.
