Early Life and Education

Serikbai Orazgaliyev was born on February 6, 1952, in the village of Mayozhek in the Telman District of Kazakhstan's Karaganda Region.

Career in Mining and Labor

From 1971 to 1980, Orazgaliyev worked as a concrete mixer, underground miner, and mine manager at the Dolinskaya mine. During this period, he also served as a foreman and senior foreman at a vocational school.

Political Career in Karaganda

In 1980, Orazgaliyev began his political career as an instructor in the Kirov District of Karaganda. He subsequently held positions as head of department and first deputy chairman of the district executive committee. From 1990 to 1991, he was the second secretary of the Karaganda Regional Committee of the Communist Party of Kazakhstan.

Government Service and Economic Development

Following the dissolution of the Soviet Union, Orazgaliyev held several government roles. From 1991 to 1995, he was the chairman of the Karaganda Regional Committee on Pricing and Antimonopoly Policy. He later served as a senator in the Parliament of Kazakhstan from 1996 to 1999.

In 1999, Orazgaliyev was appointed vice-minister of transport and communications, a position he held until 2001. He then served as chairman of the Committee on Automobile Roads within the Ministry of Transport and Communications.

Ministerial Positions

Orazgaliyev's ministerial career began in 2002 when he became vice-minister of economy and trade. He subsequently served as vice-minister of industry and trade. From 2003 to 2005, he was chairman of the Committee on Standardization, Metrology, and Certification and the Committee on Technical Regulation and Metrology within the Ministry of Industry and Trade.

In 2005, Orazgaliyev was appointed first vice-minister of transport and communications. He later became the responsible secretary of the ministry in October 2007.

Minister of Transport and Communications

On March 3, 2009, Orazgaliyev was appointed minister of transport and communications by President Nursultan Nazarbayev. He served in this role until January 28, 2013.

Governor of Karaganda Region

From January 20, 2012, to January 28, 2013, Orazgaliyev concurrently served as the governor of the Karaganda Region.
