Early Life and Education

Askar Uzakpayevich Uzakbayev was born on July 26, 1954, in the Kustanay Region of the Kazakh Soviet Socialist Republic. In 1982, he graduated from the Faculty of Economics at the All-Union State Institute of Cinematography in Moscow. Subsequently, in 1987, he underwent further training at the Moscow Institute of National Economy named after Plekhanov, specializing in Material and Technical Supply Organization.

Career in Business and Government

Uzakbayev's career began in the State Cinema Committee of the Kazakh SSR. He then held positions in the material and technical supply sector, and eventually became the head of several enterprises. From 1988 to 1995, he led the multi-industry corporation "Tsessna."

In 1995, Uzakbayev was elected to the Senate of the Parliament of the Republic of Kazakhstan. The following year, he was appointed First Deputy Akim (Governor) of the Akmola Region. From December 1997 to June 2003, he served as Akim (Mayor) of Astana, the capital of Kazakhstan.

Ministerial Appointments

In June 2003, Uzakbayev was appointed Minister of Industry and Trade of the Republic of Kazakhstan, a position he held until December 2004. From December 19, 2004, to June 23, 2009, he served as the Head of the Administration of the President of the Republic of Kazakhstan.

On June 24, 2009, Uzakbayev was appointed Minister of Defense of the Republic of Kazakhstan, a role he held until his retirement in 2021.

Political and Diplomatic Roles

Beyond his government appointments, Uzakbayev has also played significant roles in Kazakhstani politics and diplomacy. From January 23, 2008, to November 11, 2008, he served as First Deputy Chairman of the "Nur-Otan" People's Democratic Party.

From November 11, 2008, to June 24, 2009, Uzakbayev held the position of Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Russian Federation.
