Early Life and Education
Alan Gagloyev was born in 1981 and began his education at Tskhinvali Secondary School No. 12 in 1987. He later transferred to the Tskhinvali Special School "Elite," graduating in 1997. In that same year, he enrolled in the Faculty of Economics at South Ossetian State University named after A. A. Tibilov, majoring in Finance and Credit. Simultaneously, he enrolled in the Faculty of Law as an evening student and graduated from both faculties in 2002.
Career in Public Service
In 2002, Gagloyev joined the Ministry of Economic Development of South Ossetia as a chief specialist. In 2004, he entered service in the Committee of State Security of South Ossetia, where he remained until 2022.
Presidential Election and Inauguration
In 2017, Gagloyev ran for president, passing the exam in state languages. In the 2022 presidential election, he won the first round with 36.9% of the vote and defeated incumbent president Anatoliy Bibilov in the second round with 59% of the vote. Gagloyev was sworn in as president on May 24, 2022.
Presidential Agenda
Gagloyev's presidential program focuses on restoring law and order in South Ossetia. In foreign policy, he aims to strengthen integration with North Ossetia and Russia. His program outlines reforms in the judicial and law enforcement systems, the development of a national security concept, the establishment of local self-government bodies, the fair investigation of high-profile cases, and the conduct of fair elections.
In the military sphere, Gagloyev advocates for a new defense doctrine, reforming the Ministry of Defense, and expanding the territorial defense system. His economic agenda prioritizes agricultural revival, import substitution, and food security. He also emphasizes healthcare and education.
Internal and Foreign Policy
Continuing his campaign, Gagloyev visited Alagori Municipality, inhabited by a significant Georgian population, and called for easing travel restrictions for residents. He has faced criticism for rejecting a referendum on joining Russia and supporting easier access to Georgia. The Georgian and South Ossetian governments have denied these accusations. South Ossetia announced the opening of checkpoints with Georgia in August 2022.
Personal Life
Alan Gagloyev is married to Irina Valieva and has two children, Anna (born 2004) and Eduard (born 2011). His father, Eduard Gагloyev, worked in industrial enterprises, and his mother, Zalina Tibilova, worked in the sewing and catering industries.
