Albert Pintat's Early Life and Education

Albert Pintat was born in Sant Julià de Lòria, Andorra. He graduated from the Catholic University of Fribourg in Switzerland in 1967 with a specialization in Economics. Pintat subsequently became involved in his family's business in his hometown.

Entry into Politics

Pintat embarked on his political career in 1982, when he was elected as a councilor for the local parish council. In 1984, he joined the Ministry of Foreign Trade as its Director-General, assisting with its administration and organization. He was later appointed as Ambassador to the Benelux, the United States, and several European Union countries in 1995. Between 1997 and 2001, he served as Minister of Foreign Affairs.

Premiership of Andorra

Following his party's victory in the 2005 elections, Pintat became Prime Minister of Andorra. He was successful in defending his position in subsequent general elections. During his tenure, he focused on reforming Andorra's tax system, eliminating personal income tax and restructuring corporate taxation. Additionally, Andorra achieved zero unemployment under his leadership.

International Relations and Taxation

In 2002, the Organization for Economic Co-operation and Development (OECD) classified Andorra as a "tax haven." Pintat emphasized that the country did not intend to facilitate tax evasion or offshore business. He set a policy that foreign investors must not exceed one-third of all businesses in Andorra, ensuring that the majority of enterprises remained locally owned.

Pintat recognized the heightened global paranoia following the 9/11 attacks but maintained that Andorra's economic system did not warrant severe scrutiny or accusations of wrongdoing.
