Military Service

In the period from November 1966 to November 1968, Vladimir served in the Soviet Army.

Early Career in Law Enforcement

Vladimir's law enforcement career began in January 1969 as an Assistant Inspector in the Traffic Regulation Department of the Moscow City Police. In July 1970, he became a Road Inspector in the same department.

Rise Through the Ranks

From July 1970 to November 1977, Vladimir worked as an Inspector and later as a Senior Inspector in the Traffic Police Department of the Bauman District Executive Committee. In March 1973, he was appointed Deputy Head of the Traffic Police and Road Oversight Department, followed by becoming Head of Staff in June 1980.

District Police Leadership

In August 1983, Vladimir was appointed Deputy Head of the Bauman District Internal Affairs Department. In January 1984, he became First Deputy Head, responsible for the organization of precinct inspectors. He went on to lead the Frunzensky District Internal Affairs Department from March 1985 to August 1987.

Academy and Higher Education

In August 1987, Vladimir attended the Academy of the USSR Ministry of Internal Affairs. After graduating in July 1988, he served as Deputy Head of the Management of Precinct Inspectors and Public Outreach, as well as Head of the First Department of the Main Directorate of Public Order Protection.

Senior Management Roles

From May 1989 to February 1992, Vladimir was Head of the First Department of the Preventive Service Directorate of the USSR Ministry of Internal Affairs. Subsequently, he held the positions of Deputy Head of the Main Directorate of Public Order (February 1992 - December 1993) and First Deputy Head of the Main Directorate of Public Order (December 1993 - April 1999).

Ministerial Appointments

In April 1999, Vladimir became Head of the Main Directorate of Public Order. He was appointed Deputy Minister of Internal Affairs in August 2000, followed by Deputy Minister and Head of the Special Operations Forces in July 2001. In September 2003, he was named Deputy Minister and Head of the Federal Migration Service.

Highest Ministerial Ranks

Vladimir served as Deputy Minister of Internal Affairs from June 2004 to July 2004, when he was promoted to First Deputy Minister of Internal Affairs.
