Early Life and Education
Childhood and EducationAlexander Borisovich Karlin was born on October 29, 1951, in the village of Medvedka, Altai Krai, Russia. His parents were ethnic German deportees from the Volga region. Karlin spent his childhood in the village of Korolyovka, where he graduated from eighth grade. He completed high school in the village of Vylkovo. In 1972, he graduated with honors from the Sverdlovsk Institute of Law.
Legal Career
The Prosecutor's OfficeFrom 1972 to 1982, Karlin worked in the Prosecutor's Office of the city of Biysk. He then moved to the Prosecutor's Office of the city of Barnaul, where he served from 1982 to 1986. In 1986, he became a senior prosecutor in the Office of the Prosecutor General of the USSR. From 1989 to 1990, he was an assistant to the Prosecutor General of the USSR for special assignments. In 1991-1992, he was the deputy head of the department overseeing the legality of foreign economic activities. From 1992 onwards, he held various senior positions in the General Prosecutor's Office of the Russian Federation. In 1997, he defended his doctoral dissertation on the participation of prosecutors in arbitration proceedings.
Ministry of Justice
From 2000 to 2004, Karlin worked in the Ministry of Justice of the Russian Federation. He served as State Secretary and First Deputy Minister of Justice from April 28, 2000, before becoming First Deputy Minister of Justice in 2002.
Presidential Administration
Head of Civil Service DepartmentIn 2004-2005, Karlin served as the head of the Department of State Service within the Russian Presidential Administration. It was from this position that he was nominated by President Vladimir Putin for the post of Head of the Administration of Altai Krai, following the death of the incumbent governor, Mikhail Evdokimov, in a car accident on August 7, 2005.
Governor of Altai Krai
First Term (2005-2009)On August 7, 2005, Karlin was appointed by President Putin to serve as Acting Head of the Administration of Altai Krai. On August 25, 2005, the Altai Krai Council of People's Deputies approved Karlin's candidacy as head of the region. He took the oath of office the same day.
Second Term (2009-2014)
On July 18, 2009, President Dmitry Medvedev submitted Karlin's candidacy for consideration by the Altai Krai Legislative Assembly, which approved his five-year appointment. Karlin took office as governor on August 25, 2009.
Third Term (2014-2018)
On September 14, 2014, Karlin was elected governor of Altai Krai for a third term, receiving 72.97% of the votes.
Member of the Federation Council
Senator from Altai KraiOn September 17, 2018, by the decree of Governor Viktor Tomenko, Karlin was appointed a member of the Federation Council of the Federal Assembly of the Russian Federation from the executive authority of Altai Krai. He currently serves as a Deputy Chairman of the Committee on Constitutional Legislation and State Building.
Personal Life
Karlin is married and has two sons. His wife, Galina Viktorovna Karlina, is a former notary in Moscow. His sons, Andrey and Viktor, are lawyers.
