Alexander Vladimirovich Saltanov: A Distinguished Career in Diplomacy
Early Life and EducationAlexander Vladimirovich Saltanov was born on February 14, 1946. In 1970, he graduated from the Faculty of International Relations at the Moscow State Institute of International Relations, a prestigious institution under the USSR Ministry of Foreign Affairs.
Early Diplomatic Career
Following his graduation, Saltanov embarked on a diplomatic career. He served in various capacities within the central apparatus of the USSR Ministry of Foreign Affairs, as well as abroad. From 1970 to 1974, he was Duty Referent and Attaché at the USSR embassy in Kuwait.
Service in the Middle East
In 1974, Saltanov joined the Middle East and North Africa Department of the USSR Ministry of Foreign Affairs, rising through the diplomatic ranks to Third and Second Secretary. In 1979, he was appointed Consul at the USSR Consulate General in Aleppo, Syria. In 1983, he became First Secretary at the USSR embassy in Syria and later Counselor.
Ambassador to Jordan and Director of Middle East Department
Returning to the USSR Ministry of Foreign Affairs, Saltanov served in the Middle East and North Africa Department from 1986 to 1992. In 1992, he was appointed Ambassador of Russia to the Hashemite Kingdom of Jordan. In 1999, he became Director of the Middle East and North Africa Department of the Russian Ministry of Foreign Affairs.
Deputy Minister of Foreign Affairs
In October 2001, Saltanov was appointed Deputy Minister of Foreign Affairs of Russia. He was responsible for relations with the Middle East and Africa, and played a key role in the Middle East and Iraqi peace processes. In August 2004, he became one of five Deputy Ministers of Foreign Affairs who retained their posts after Sergei Lavrov became Foreign Minister.
Recognition and Honors
On February 13, 2006, on the eve of his 60th birthday, Saltanov was awarded the Order of Honor for his contributions to Russia's foreign policy and his long and dedicated diplomatic service.
Personal Life and Legacy
Saltanov is multilingual, fluent in Arabic, English, and French. He is married and has two sons. His distinguished career as a diplomat has left a lasting mark on Russian foreign policy, particularly in the Middle East and North Africa.
