Early Life and EducationOleksiy Kuchera, a Ukrainian native, began his educational journey at Kharkiv National Pedagogical University named after G.S. Skovoroda, where he pursued Physical Education. His academic pursuits continued at the Yaroslav Mudryi National Law University, where he earned a degree in Jurisprudence.
Career in Law and Education
Kuchera established a career in the legal field, serving in both the judiciary and the public prosecutor's office. Additionally, he shared his expertise as a lecturer at the Higher School of Advocacy.
Political Trajectory
Parliamentary and Local PoliticsIn 2019, Kuchera entered the political arena as a candidate for the Servant of the People party in the parliamentary elections. Elected as a member of the Verkhovna Rada, he served on the Committee on Legal Policy and chaired the Subcommittee on Organization and Activities of Advocacy, Legal Aid Bodies. Subsequently, he contested the 2020 mayoral election in Kharkiv, securing third place.
Head of Kharkiv Regional State Administration
On November 5, 2019, Kuchera was appointed as the Chairman of the Kharkiv Regional State Administration (RSTA). His tenure was characterized by speculation about his potential dismissal in early November 2020. On November 27, 2020, President Volodymyr Zelensky signed a decree removing him from the position of RSTA Chairman.
Deputy in Kharkiv City Council and Head of State Regulatory Service
Despite his departure from the RSTA, Kuchera remained active in Kharkiv politics, assuming the role of deputy in the city council and leading the Servant of the People faction. On January 13, 2021, Prime Minister Denis Shmyhal appointed him as the Head of the State Regulatory Service of Ukraine. He later resigned from his position as a deputy in the Kharkiv City Council. Through a competitive selection process, Kuchera was officially appointed to a five-year term as Head of the State Regulatory Service on October 11, 2021.
