Early Life and Education
Anatoly Nikolayevich Pakhomov was born on September 2, 1960, in the village of Novoarkhangelskaya, Krasnodar Krai, Russia. In 1977, he completed high school and worked as a tractor driver at the "Tikhoretsky" state farm. In 1978, he enrolled in the faculty of agricultural mechanization at Kuban Agricultural Institute, graduating in 1983 with a degree in mechanical engineering.
During his university years, Pakhomov was actively involved in the Komsomol organization, holding the positions of deputy secretary and then secretary of the institute's Komsomol committee from 1981 to 1985.
Komsomol and Business Career
From 1985 to 1989, Pakhomov worked as secretary of the CPSU party committee at the "Krasnodar" experimental farm. In 1989, he was elected as first secretary of the Krasnodar City Committee of the All-Union Leninist Young Communist League (Komsomol), a position he held until 1991.
After the dissolution of the Soviet Union, Pakhomov worked in various commercial and manufacturing organizations, including the MTP "Apiks" and the association "Kubankhlebprodukt." He held leadership positions, including deputy general director and first deputy general director.
Government Service
In 1997, Pakhomov joined the Krasnodar City Mayor's Office as head of the department of consumer market and pricing policy. In 2000, he became deputy mayor of Krasnodar, working under Mayor Valery Samoylenko.
After Samoylenko's removal due to accusations of voter bribery, Pakhomov left the mayor's office and in 2001 became head of the territorial administration of the Federal Service for Supervision of Consumer Rights Protection and Human Well-being (Gostorginспекция) for Krasnodar Krai.
Head of Anapa and Vice-Mayor of Sochi
In October 2004, Pakhomov became the head of the department of comprehensive development of resorts and tourism within the administration of Krasnodar Krai. That same month, he was appointed acting head of the city of Anapa.
In March 2006, Pakhomov was elected mayor of Anapa, winning over 70% of the vote. However, his victory was attributed to the use of "administrative resources" by the regional administration, which was said to support him as a "protégé" of Governor Alexander Tkachev.
In January 2009, Pakhomov resigned as mayor of Anapa and was appointed vice-mayor of Sochi. A few days later, he became acting mayor of Sochi, following the appointment of Dzhambulat Khatuov as first deputy governor of Krasnodar Krai.
Candidacy for Mayor of Sochi
In March 2009, Pakhomov was nominated by the United Russia party as their candidate for mayor of Sochi. Experts immediately labeled him the frontrunner in the campaign, who was "unlikely to face serious competition."
Education and Research
Pakhomov holds two doctorate degrees: a Candidate of Economic Sciences from 1999 and a Doctor of Technical Sciences from 2005. He is a professor at the Kuban State Technological University and has taught at the department of production and regional management.
Personal Life
Anatoly Pakhomov is married and has two children: a son and a daughter. His hobbies include tourism and beach football, and in 2006, he became the head of the Krasnodar Krai Federation of Beach Sports, the only such federation in Russia.
