In 1989-1991, Vuijchytsky served as a People's Deputy of the USSR from the Novomoskovsk district of the Dnipropetrovsk region. During this time, he was a member of the Supreme Soviet's Committee on Agrarian Issues and Food. He also held the position of Deputy of the Novomoskovsk District Council.
