Oleksandr Kholodov was born in Ukraine. He graduated from the Kyiv National Transport University with a degree in Automobiles and Automotive Engineering.
Professional Career

Political Involvement
In 2019, Kholodov ran as a candidate for the Verkhovna Rada (Ukrainian Parliament) from the Servant of the People party. He was ranked 22nd on the party list. At the time of the election, he was the Deputy Director of Tekam Plus LLC and not affiliated with any political party.
Following the election, Kholodov served as Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax, and Customs Policy.
Controversies and Resignation
In 2023, journalists from the "Schemes" investigative team alleged that Kholodov had left Ukraine six months prior and was living abroad. Specifically, they reported that he spent time in Cyprus with his family, where he owned a family estate. Additionally, it was noted that Kholodov had not participated in parliamentary votes since January but had been attending committee meetings remotely.
Following these allegations, Kholodov submitted a resignation letter from the Verkhovna Rada on July 31, 2023. His resignation was accepted by the Parliament on August 9, 2023.
Personal Life
Kholodov's wife is involved in the production and sale of wedding and evening gowns under the brand name Stella Shakhovskaya.
