Early Life and Education

Alexander Motovilovets is a Ukrainian politician who was born and raised in an unknown location. He obtained an education in economics from the Kyiv National Economic University named after Vadym Hetman. To support his studies, Motovilovets simultaneously worked as a drywall installer on a construction site.

Career in Banking and Public Procurement

After completing his education, Motovilovets entered the banking industry, where he rose from a junior specialist to a manager of the consumer lending department at a prominent bank. In 2014, he leveraged his expertise in public procurement analysis to secure a position at the Ministry of Infrastructure of Ukraine.

As an assistant to the First Deputy Minister Vladimir Shulmeister and an advisor to Minister Andriy Pivovarskyi, Motovilovets played a pivotal role in implementing the ProZorro public procurement system. He spent a year coordinating the transition of enterprises within the Ministry of Infrastructure to this new platform.

From 2016 to 2019, Motovilovets served as the Operations Director of the State Enterprise "ProZorro.Sale" and held the position of First Deputy Director.

Parliamentary Career

Motovilovets was elected to the Verkhovna Rada of Ukraine in 2019, representing the "Servant of the People" party. He became a member of the Parliamentary Committee on Finance, Tax, and Customs Policy. In March 2021, he assumed the role of Head of the Kyiv Regional Party Organization of "Servant of the People."

On November 1, 2021, Motovilovets was appointed as the First Deputy Head of the "Servant of the People" faction in the Verkhovna Rada. According to the faction's leader, David Arakhamia, Motovilovets had already been effectively performing these duties prior to his official appointment.

Parliamentary Activities

Motovilovets has been one of the most active deputies in the 9th convocation of the Verkhovna Rada. As of October 2021, he has participated in 227 out of 232 plenary sessions. As a subject of legislative initiative, Motovilovets has sponsored 147 draft laws. Twenty-three of these have been adopted by the Verkhovna Rada and enacted as laws.

As a member of the Committee on Finance, Tax, and Customs Policy, Motovilovets played a key role in the development of the Law "On State Regulation of Activities in the Organization and Conduct of Gambling." He advocated for the passage of this law, believing it would provide "transparent rules for businesses and players" and simultaneously boost the state budget. Within the first year of the law's implementation, over 1 billion hryvnias were generated from the sale of licenses.
