Biography of Arkadiy Ghukasyan

Arkadiy Ghukasyan was born on June 22, 1957, in Stepanakert. He graduated from Stepanakert Secondary School No. 8 in 1974 and from Yerevan State University in 1979, where he studied Russian language and literature.

Early Career

In 1980, Ghukasyan began his career at the editorial office of the newspaper "Sovetakank Karabakh" ("Soviet Karabakh"), initially as a correspondent and then as the deputy editor-in-chief from 1981. During this time, he became an active participant in the Karabakh movement.

Arrest and House Arrest

In January 1990, Ghukasyan was arrested and spent a month in detention in Rostov-on-Don, Russia, for publishing an article condemning the organizers and perpetrators of Armenian pogroms in Baku. He faced multiple instances of house arrest thereafter.

Political Career

In 1992, Ghukasyan was elected as a deputy of the parliament of the Nagorno-Karabakh Republic. In September 1992, he was appointed as an advisor to the Chairman of the State Defense Committee (GDC) of Nagorno-Karabakh on political issues. He also led the Nagorno-Karabakh delegation in negotiations to resolve the conflict with Azerbaijan under the auspices of the OSCE Minsk Group.

Minister of Foreign Affairs and Presidency

In July 1993, the Ministry of Foreign Affairs of Nagorno-Karabakh was established, and Ghukasyan became the first head of this foreign policy institution. Since 1993, he has been a member of the Security Council of Nagorno-Karabakh.

In the extraordinary presidential elections held in September 1997, Ghukasyan was overwhelmingly elected as the President of the Nagorno-Karabakh Republic. He also served as the Commander-in-Chief of the Armed Forces and Chairman of the Security Council of Nagorno-Karabakh. He was re-elected to the post on August 11, 2002.

Achievements and Contributions

Ghukasyan is an honorary academician of several international academies, including the Academy of Natural and Social Sciences, the Academy of National Security Issues, and the Academy of Spiritual Unity of Peoples. He has delivered lectures on the issue of resolving the Nagorno-Karabakh conflict in prestigious international organizations and educational institutions, including the French Institute of International Relations, George Washington University, the Los Angeles World Affairs Council, and others.

He is married and has two children.
