Aspan Arystanov is a renowned figure in the financial realm of the Republic of Kazakhstan. He serves as the Chairperson of the Agency for the Regulation of the Regional Financial Center in Almaty City, leveraging his expertise as a Doctor of Economics. Early Career and Education
Arystanov embarked on his academic journey at the Moscow State University named after M.V. Lomonosov, graduating in 1988 with a degree in economics. In the following years, he delved into his professional career, assuming various roles within the National Bank of Kazakhstan (1994-1996) and ATF Bank (1996-1998).
Strides in the Banking Sector
Arystanov's banking experience blossomed at the Народный Банк Казахстана, where he served as first deputy director of the regional branch, head of the Credit Department and managing director, and director of the Credit Risk Department. His contributions to the field of credit risk management earned him recognition as an advisor to the Chairman of the Board.
Leadership at Kazpost
From 2000 to 2006, Arystanov played a pivotal role at Kazpost, an esteemed postal service provider in Kazakhstan. He ascended the ranks from Deputy Chairman of the Board to Chairman of the Board, steering the company to new heights. Concurrently, he chaired the Council of Postal Operators of the Regional Commonwealth in the Field of Communications.
Founding the Regional Financial Center
In February 2006, Arystanov took on the momentous responsibility of founding the Agency of the Republic of Kazakhstan for Regulation of the Regional Financial Center in the city of Almaty. As its Chairperson, he established a robust regulatory framework for the financial hub, fostering economic growth and financial stability.
Academic Achievements
Arystanov's academic prowess extends beyond his undergraduate studies. In 1992, he successfully defended his PhD dissertation at Moscow State University on the topic of India's trade and economic relations with industrialized Western countries during the 1980s. This was followed by his doctoral dissertation defense at the Kazakh Economic University in 2004, focusing on Kazakhstan's postal and savings system in the financial and banking services market. Arystanov's extensive research and insights culminated in the publication of his notable monograph, "Regional Financial Center of Almaty City," in 2010.
