Arman Dunayev - Biography

Arman Dunayev is a Kazakhstani statesman who has held various important positions in the government of the Republic of Kazakhstan. He is currently serving as the Chairman of the Agency of the Republic of Kazakhstan for the Regulation and Supervision of Financial Market and Financial Organizations. Dunayev, who is also an economist with a Ph.D. in Economics, has previously served as the Minister of Finance from 2004 to 2006.

Early Life and Education

Arman Dunayev was born on October 7, 1966, in the Taldykorgan region of Kazakhstan. He completed his undergraduate studies at the Faculty of Philosophy and Economics of the Kirov Kazakh State University in 1988, earning a degree in economics. After graduating, Dunayev began his career as an assistant at the State Management Institute.

In 1991, he completed his postgraduate studies at Moscow State University, defending his Ph.D. thesis in Economics. From 1991 to 1992, Dunayev worked as a consultant for the Service Center of the National Technical University "Service-Center." He then held various positions at the South Kazakhstan Regional Administration, including Chief Specialist and Head of the External Relations Department from 1992 to 1993.

Professional Career

From 1993 to 1998, Dunayev worked at Astana-Holding, a Kazakhstani holding company, where he held the positions of Chief Specialist, Head of the OVS, Head of the Investment Projects Department, and Director of the Investment Programs Management. He then joined Bank TuranAlem as the Head of the Investment and International Programs Department from 1998 to 2000.

In February 2000, Dunayev joined the Ministry of Finance of the Republic of Kazakhstan, initially serving as the Acting Director and later as the Director of the State Borrowing Department. From May 2001 to September 2002, he held the position of Vice Minister of Finance, after which he was appointed as the Vice Minister of Economy and Budget Planning.

In June 2003, Dunayev became the Chairman of the Board of the National Investment Fund JSC. He then served as the First Vice Minister of Finance from March to April 2004. On April 5, 2004, he was appointed as the Minister of Finance by the Decree of the President of the Republic of Kazakhstan.

Since January 19, 2006, Dunayev has held the position of Chairman of the Agency of the Republic of Kazakhstan for the Regulation and Supervision of Financial Market and Financial Organizations. Throughout his career, he has made significant contributions to the development and regulation of the financial sector in Kazakhstan.
