Early Life and Education

Avaz Alekperov was born in Azerbaijan in 1949. He graduated from high school in 1969 and enrolled in the accounting and economics faculty of the Azerbaijan Institute of National Economy named after D. Bunyatzade, graduating in 1973.

Professional Career

After graduating, Alekperov worked as an accountant-treasurer at Glavbakstroy. From 1975 to 1991, he held various positions in the construction industry, including economist, senior economist, head of planning, and deputy manager for economic affairs. He also served as a senior referent and deputy head of the economics department of the Council of Ministers of the Azerbaijan SSR.

Government Service

In 1992, Alekperov became chairman of the State Fund for Social Protection of the Azerbaijan Republic. He authored the first law on social insurance. From 1999 to 2006, he served as Minister of Finance of Azerbaijan. During his tenure, he implemented successful policies in the areas of budget, taxation, monetary, and social affairs. He also oversaw the development of the first Tax Code and Law on Budget System.

Academic and International Affiliations

Alekperov received a PhD in Economics in 2008. He has represented Azerbaijan at international conferences and organizations, including the Azerbaijan-American Economic Commission, the International Monetary Fund, and the World Bank. He has played a significant role in promoting Azerbaijan-American economic and business ties.

Personal Life

Alekperov is fluent in Azerbaijani, Russian, and Turkish. He is married and has two sons.
