Early Life and Education

Askar Sakybayev was born on January 1, 1959, in Zhosalynsky, Kazakhstan. He graduated from the Almaty Institute of National Economy with a degree in economics and later earned a doctorate in economic sciences.

Financial Career

Sakybayev began his career in 1980 as a senior economist in the Bayanaul district financial department. From 1982 to 2002, he held various positions within financial organizations in Kazakhstan.

Political Appointments

In 2002, Sakybayev was appointed Deputy Governor of the Pavlodar Region. He later served as Mayor of Pavlodar from 2003 to 2009. From 2009 to 2014, he held the position of Head of the Finance Department of the Pavlodar Region.

Later Career

In 2014, Sakybayev became the Governor of the Uspensky District of the Pavlodar Region. He served in this capacity until 2016, when he was appointed to the Audit Commission of the Pavlodar Region.
