Early Life and Military Service

Viktor Nikolaevich Yermakov was born on January 28, 1942, in Chelyabinsk, USSR. In 1961, he graduated from the Kharkov Technical College of Automotive Transport and subsequently served in the Soviet Army from 1961 to 1964. Notably, he participated in the Caribbean Crisis in Cuba in 1962.

Career in Industry and Education

Following his military service, Yermakov worked at a defense enterprise in Kharkov from 1964 to 1977, where he rose from a technician to the position of deputy shop manager. His outstanding performance earned him the honor of being photographed with the Victory Banner in 1975. He also achieved repeated success in socialist competitions. During this period, he furthered his education by graduating from the Ukrainian Polytechnic Institute (1971) and the Kharkov Institute of Engineering Economics (1983).

Leadership in Sevastopol

In 1977, Yermakov moved to Sevastopol, where he возглавлял the Crimean Electrical Repair Plant from 1978 to 1994 as part of the "UkrElectroRemont" production association. He was elected as a deputy to the Gagarin District Council on multiple occasions.

Political Career

Yermakov's political career began in 1994 when he joined the Sevastopol city government as the first deputy chairman of the city council for executive work. Later that year, he was appointed as the first deputy chairman of the city-state administration. In January 1997, he became head of the State Tax Administration in Sevastopol. On April 27, 1998, he was appointed as the chairman of the Sevastopol City-State Administration, a position he held until his passing.

Awards and Recognition

Viktor Yermakov was highly regarded for his contributions to the state. He received the title of Honored Machine Builder of Ukraine and was awarded the Order of the Badge of Honor, a Certificate of Merit from the State Tax Administration of Ukraine, and other honors. In a 1998 survey, he was voted as "Person of the Year," "Politician of the Year," and "Manager of the Year" by the residents of Sevastopol.

Passing and Legacy

Viktor Nikolaevich Yermakov passed away on April 5, 1999, after a long illness. He was laid to rest in the Kommunarov cemetery in Sevastopol. His legacy continues to be celebrated in the city he served.
